About TACL


TACL is a state-wide initiative that brings together leaders across sectors in healthcare, business, government, community, advocacy, philanthropy and other sectors to work toward the common goal of improving cancer outcomes in Louisiana.

Vision:

To work with healthcare and health plans to improve cancer outcomes in Louisiana by expanding residents’ access to cancer prevention, screening, and standard of care treatment.

Mission:

TACL is Louisiana’s united force to reduce cancer mortality by eliminating racial disparities and health inequities.

Goals:

To support initiatives that give communities all across Louisiana access to cancer screening and the ability for each cancer patient to pursue their best treatment options.

Tactics:

The TACL team will initially focus on two areas that are realistic and valuable for Louisiana:

  • Colorectal cancer screening to reduce death rates

  • Breast cancer screening and treatment to reduce death rates

TACL History


TACL was launched in the spring of 2018 by Louisiana Governor John Bel Edwards and the Department of Health Secretary, Dr Rebekah Gee, through a $500,000 grant from United Health Foundation.

In 2018, Dr. Gee and Louisiana state health department used feedback from TACL to launch 7 coverage and payment improvements in Louisiana State Medicaid. This helped align Medicaid to best practices for breast and colorectal cancer. 

Through concentrated efforts of dozens of historical competitors and various organizations, the newly formed TACL coalition began to work in concert to enact change in the outcome of cancer statistics for the state of Louisiana.  

Over 200 Louisianians worked together to create a statewide strategy to lower Louisiana’s cancer death rates and reduce the gaps in care for Blacks and Whites. We are excited to launch critical initiatives to increase screening in communities that need it the most.

At its onset, TACL selected two major areas of focus—breast cancer and colorectal cancer. TACL has assessed those who are most vulnerable to these cancers and their lack of critical treatment.

We will focus on supporting initiatives to improve access to screening, education, and cancer treatment. We will target 16 parishes to expand access to cancer screening and early detection for communities that have the poorest health outcomes. 

LDH (Louisiana Department of Health) and LCRC (Louisiana Cancer Research Center) helped form and support TACL. In 2019, TACL formed its own 501 (c)(3) Corporation.

This effort will allow the initiative to grow as a collaboration among various players, service providers, and stakeholders and give us a space for unified statewide efforts.

Terry Birkhoff

Terry Birkhoff’s professional career spans over 21 years with the American Cancer Society (ACS), where she has held a variety of leadership positions focusing on cancer control initiatives. Her last four years there, she worked with clinicians and federally-qualified health centers on quality improvement projects focused on increasing cancer screening rates in populations with the poorest health outcomes. The experience she gained in navigating patients through the health care system proved beneficial when her mother was diagnosed with Stage 4 colorectal cancer and her father underwent a quadruple bypass within six weeks of one another.

In 2006, Terry was one of 50 nominees for New Orleans City Business’ Woman of the Year. That same year, she received the Beacon Award from the Mid-South Division of the American Cancer Society for her leadership following Hurricane Katrina.

Terry attended the University of New Orleans, obtaining her Bachelor of Science degree in Human Performance and Health Promotion with a concentration in exercise physiology. Her time in New Orleans included running a practice for a group of pediatric gastroenterologists and nutritionists at Children’s Hospital. During the year before joining TACL, she helped run a primary care physician practice in Lutcher, LA in St. James Parish.

Chancellor Donald, MD

Chief Medical Officer

Dr. Donald currently holds the position of Assistant Professor of Clinical Medicine at Tulane University. His academic focus is advocacy and health disparities regarding patients with hematologic disorders and malignancy. He previously cared for patients in a community practice at Lourdes Oncology Associates in Lafayette, Louisiana.

Dr. Donald attended Florida A&M University for undergraduate studies and the University of Miami School of Medicine for his medical degree. He completed his internship, residency and fellowship at Tulane University. He was selected as Chief Resident and Chief Fellow during his training.

Dr. Donald is the immediate past President of the Louisiana Oncology Society. He has been appointed to the Board of Directors of the Community Oncology Alliance. The American Society of Hematology granted him selection for its Committee on Practice and Quality Measures Oversight Subcommittee. He also holds the position of the American Society of Hematology’s delegate to the American Medical Association’s House of Delegates. Additionally, he has served as Louisiana’s representative on the American Society of Clinical Oncology’s State Affiliate Council.

Since 2012, he has served as the Hematology Representative for Louisiana for the Medicare Carrier Advisory Committee (CAC). He functioned as co-chair of the 2017 and 2018 annual CAC meeting in Washington, D.C. Most recently, he was appointed to the American Board of Internal Medicine (ABIM) Hematology Examination Committee.

Dr. Donald has current board certifications in Internal Medicine, Hematology and Medical Oncology.

Donna L. Williams, MS, MPH, DrPH

Chair

Louisiana State University Health Science Center, Louisiana Cancer Prevention & Control Programs

 Donna L. Williams, MS, MPH, DrPH is a professor and Associate Dean for Practice and Community Engagement at the LSU Health-NO School of Public Health.  She has 30 years of experience in cancer control and has served as the Director of the CDC-funded Louisiana Cancer Prevention and Control Program (LCP) since 2002.  LCP has as its mission addressing cancers that can be prevented or detected early and cured particularly in underserved populations.  Dr. Williams received her masters of public health in health systems management and doctorate in community health sciences from Tulane University School of Public Health and Tropical Medicine.  While Dr. Williams has dedicated her career to cancer prevention and control, it is also personal.  Dr. Williams’ parents are surviving three cancers between the two of them and her husband passed away from metastatic cancer.

Vince Sedminik

Vice Chair

Willis-Knighton Medical Center

Vince Sedminik has over 25 years of experience in healthcare management, having served in various positions of leadership. He most recently served as the Director of the WK Cancer Center, the leading provider of cancer care services in Northern Louisiana and the only provider of proton therapy in the state of Louisiana.

Mr. Sediminik is a veteran of the United States Air Force, having retired from active duty in 2012 as a Chief Master Sergeant. Throughout his 28-year military career, he served in six different states and another six countries in various assignments, supporting combat and humanitarian missions.

 

Brian Moore, MD

Secretary/Treasurer

Ochsner Cancer Institute

A native of Bowling Green, KY, Brian A. Moore, MD, FACS, earned both his Bachelor of Arts in History and Doctorate of Medicine from Tulane University, falling in love with the people and the culture of Louisiana in the process. After finishing a residency in Otolaryngology - Head and Neck Surgery at Vanderbilt University, he completed a fellowship in Head and Neck Surgical Oncology and Reconstruction at the University of Texas M.D. Anderson Cancer Center.

Dr. Moore served the United States Air Force as Chief of Surgery at Eglin Air Force Base, FL, where he attained the rank of Lieutenant Colonel. He joined Ochsner Medical Center in 2011 and has served as the System Chairman of Otorhinolaryngology and Communication Sciences since June of 2015, leading the department through a period of significant growth and continuing the department’s legacy of excellence that is reflected in its regular listing among the Top 50 ENT Departments by US News and World Report. Beginning in February of 2017, Dr. Moore has served as the Director of the Ochsner Cancer Institute. In this system role and as an Associate Medical Director for the South Shore region, Dr. Moore’s responsibilities include supporting the multidisciplinary teams that drive patient-centered, innovative cancer care across the Ochsner system and striving to achieve the best outcomes and experience for patients enduring a cancer journey across the Gulf South.

Our partners meet, share information and create solutions to problems by creating best practices. 

What We Ask Our Partners To Do:

  • Adopt the recommendations & guidelines set by the Clinical Committee for both Breast Cancer and Colorectal Cancer.

  • Sign the National Colorectal Cancer Roundtable’s pledge for supporting the 80% screening goal in every community they influence.

  • Help us bring cancer screening access to as many underserved areas as possible. 

  • Help recruit participating organizations to support TACL’s initiatives.

  • Share data on screening rates and the time it takes to initiate treatment.

  • Share quantitative and qualitative data on previous cancer-preventative programs.

  • Designate staff support for pulling, analyzing and reporting data to TACL.

  • Explore opportunities to share resources among organizations—even with your previous competitors.

  • Make a modest financial investment to fund TACL’s operating budget and initiatives.
